  5. Minimum number of days of insurance or minimum insurance period with the insurance agency concerned, asspecified in the current K.Y.A.  (Joint Ministerial Decision).
  6. Copy of the tax clearance note if a tax return was filed in the previous year or copy of the submitted tax return in case thiswas submitted for the first time during the year of applying for a residence permit renewal.
  7. Documents required for the issuance of the card:

1.1.4 Dependent Employment and Provision of Services or Work - Mobility - Third-Country Nationals with Long-Term Resident Status in another EU Member State (Article 98, Law 4251/14) – Granting

Duration: 2 years

  1. Certified photocopy of a valid passport or travel document recognized by our country.
  2. Long-Term Resident Permit in another EU Member State and evidence that, at the time of application, no more than three months have passed since the date of entry (e.g., submission of flight tickets).
  3. Electronic fee of 150 euros (fee code 2107).
  4. Proof that an application has been submitted to the respective public insurance agency (IKA - Social Security Institution, OGA - Agricultural Insurance Organization, OAEE - Organization of Insurance for Self-Employed Professionals and Farmers) to cover the costs of healthcare, medical expenses, and work accidents.
  5. Certified copy of the employment contract for dependent employment, with the employer's signature authenticated by a public authority, stating that the remuneration is equal to the monthly earnings of an unskilled worker, as defined by the respective National General Collective Labor Agreement, as well as the duration of employment, or a solemndeclaration of the employer, certified by a public authority, stating that the remuneration of the employee is equal to the monthly earnings of an unskilled worker, as defined by the respective National General Collective Labor Agreement, as well as the duration of employment.
  6. Documents required for the card issuance:

IMPORTANT NOTE

An essential prerequisite for the right to submit an application is the existence of a vacant job position in the specific occupational specialty, as provided for each case by the Joint Ministerial Decision (KΥΑ) of Article 11 of Law N4251/2014.

1.1.5 Dependent Employment and Provision of Services or Work (Article 84, paragraph 6, Law 4251/14) - Non-Establisment of Independent/Personal Right to Family Members (Renewal)

Duration: Commensurate with the residence permit held prior to obtaining the permit as a family member.

  1. Certified photocopy of a valid passport or travel document recognized by our country.
  2. Copy of a residence permit for family reunification or residence card of a family member of a Greek or another EU member statecitizen.
  3. Electronic fee of 150 euros (fee code 2107).
  4. 1.2 Independent Economic Activity - Article 138, paragraphs 3 and 7 (Law 4251/14) - Renewal

Duration: 3 years

  1. Certified photocopy of a valid passport or travel document recognized by our country.
  2. Residence permit with access to Independent Economic Activity.
  3. Electronic fee of 150 euros (fee code 2107).
  4. Health booklet from EFKA (OAEE-Organization of Insurance for Self-Employed Professionals and Farmers) with the insurance coverage limits.
  5. Proof of fulfillment of insurance obligations.
  6. Copy of the tax clearance note if a tax return was filed in the previous year or copy of the submitted tax return in case this was submitted for the first time during the year of applying for a residence permit renewal.
  7. Documents proving that the activity is still being carried out: A recent certificate from the respectiveChamber of Commerce and a recent certificate of commencement and cessation of activities issued by the competent D.O.Y. - Tax Office.

1.3.1 Athletes and Coaches (Law 4251/14) - Article 17, paragraph 1, sub-section τ – Granting

Duration: up to 2 years or equal to the prescribed period of stay if less than two years.

  1. Certified copy of all pages of a valid passport or travel document recognized by our country.
  2. Entry visa of any type for professional athletes or type D entry visa for amateur athletes and all coaches.
  3. Electronic fee of 150 euros (fee code 2107).
  4. Proof of having submitted an application to the respective public insurance agency (IKA - Social Security Institution, OGA - Agricultural Insurance Organization, OAEE - Organization of Insurance for Self-Employed Professionals and Farmers) to cover the costs of healthcare, medical expenses, and work accidents or an Insurance Policy by a private insurance company, where permitted by law.
  5. Certified copy of the written cooperation agreement, in the case of registration or transfer of an athlete to an amateur sports club, or an employment contract if it involves the transfer of a professional or paid athlete or the employment of a coach, with the employment contract for the respective sports club, Anonymous Sports Company or Department of Professional Athletes (A.A.E or T.A.A), in g
  6. Acceptance of the written agreement by the respective organizing authority or certification from the Greek Sports Federation of the respective sport, confirming the athlete's right to join the sports club (Anonymous Sports Company or Department of Professional Athletes - A.A.E or T.A.A), or confirming that the coach has the legal qualifications to exercise the profession in Greece.

  5. Decision from the competent department of the Ministry of Education and Religious Affairs approving the teaching permit for the current academic year.
  6. License for the establishment and operation of the school, issued by the competent department of the Ministry of Education and Religious Affairs.

4. Long-term permits

4.1 Long-term Resident

4.1.1 Long-term Resident/Initial Grant of Status under Articles 89 and 90 (Law 4251/14).

Duration: 5 years

  5. Copy of the latest tax clearance certificate or other official document proving that the applicant has an income equal to the annual earnings of the minimum wage earner, according to the national legislation, increased by 10% for all family members.
  6. Copy of the contract for the purchase of a privately owned residence or an Electronic Lease Agreement in force, or a contract for the property certified by the Tax Office, or the current year's (electronic) submitted tax return, listing the tenants or owners by name and passport number. In case of property subleasing, copies of forms E1 and E2, where the owner declares that he/she grants the applicant the specific house, for the use of which he/she does not collect rent.
  7. Special certificate of sufficient knowledge of the Greek language and elements of Greek history and culture issued by the General Secretariat for Lifelong Learning (Level A2+).

or a graduation certificate - of at least compulsory education - from a Greek school in Greece (Junior High School or High School, including Vocational Senior High Schools (EPAL) and Vocational Schools (EPAS)).

or a graduation certificate from high schools abroad which belong to the Greek educational system.

NOTE:

A prerequisite for being granted a Long-term resident status is permanent residence in the country for at least the last five (5) years prior to the submission of the application. Any absences should not exceed six (6) consecutive months, for one consecutive absence, and ten (10) months in total in the 5-year period.

  6. Copy of the tax clearance note if a tax return was filed in the previous year or copy of the submitted tax return in case this was submitted for the first time during the year of applying for a residence permit renewal.
  7. Proof of meeting the renewal requirements of the current residence permit held.

NOTE

The Ten-year residence permit is a TRANSITIONAL PERMIT, meaning not everyone is eligible to obtain it.In particular, only those who held a residence permit valid on 01/01/2006 have the right to obtain this permit. Those who obtained a residence permit for the first time after this date cannot apply for this specific permit.

Ten-year residence permits are renewed according to the current provisions for the acquisition of long-term resident status. If the requirements for long-term resident status are not met, then the ten-year residence permit is renewed for three years and allows access to dependent work-provision of services or work, as well as independent economic activity, depending on the activity carried out under  the ten-year residence permit they held.

5. Exceptional and Humanitarian Reasons

5.1 Exceptional Reasons

5.1.1 Exceptional reasons / Seven-year residence, Article 31, paragraph 4 (Law 4540/2018)

Duration: 3 years

The main prerequisite for being granted the Exceptional Reasons/Seven-year residence permit is continuous residence in the country for seven years prior to the application. Any absences should not exceed six (6) months in total during the seven-year period.

  3. Documents of definite date, based on which the seven-year residence in the country is calculated:
    • Proof of enrollment in public educational institutions in Greece for the applicant or their children.

  8. (a) Certification from the program provider regarding the language in which the program is taught.
    (b) Certification of sufficient knowledge of the language in which the program is taught, issued by an official Certification body, at least at B1 level.

  7. Certificate from the music educational institution, confirming the applicant's enrollment, the duration of studies, and the amount of the tuition fees.

6.6 Voluntary Service article 38 (Law 4251/14) – Issuance

Duration: up to 1 year

  3. Copy of the civil liability insurance contract taken out by the implementing body of the voluntary service program, which assumes responsibility for the volunteer throughout their stay in the country.
  4. Solemn declaration, by which the organization implementing the voluntary service program fully assumes the costs of travel, living, accommodation, repatriation, medical care, as well as any other expenses incurred during the volunteer's stay in Greece, including the expenses of any training required to fulfill their duties. The declaration should also include a description of the volunteer's duties, terms of service, working hours, and the duration of the program.

  6. Individual declaration assuming financial responsibility by the research organization.
  7. Approval of the research organization by the competent public authority when the research organization is private.

10. Call for work, Entry Visa Approval for Family Reunification, Special Certificate of Legal Residence, Irregular Workers in the Agricultural Economy, Partial Revocation of Permit due to Acquisition of Greek Citizenship

10.1 Relocation following call for work

10.1.1 Fishermen Article 14 (Law 4251/2014)

  1. Application of the employer to the competent service of the Decentralized Administration of their place of residence, stating the number of job vacancies, the details and nationality of the third-country nationals to be employed, their field of work, and the duration of the employment.
  2. Photocopy of the first page of the passport of the third-country citizen.
  3. Photocopy of the employer's Identity Card.
  4. Electronic fee of 150 Euros (fee code 2115), for each third-country national to be employed, payable to the Public Treasury and non-refundable.
  5. Table containing the details of the third-country nationals, including nationality, full name, father's name, date of birth, and passport number.
  6. Solemn declaration by the employer stating that he/she will hire the employees and will assume the required expenses, if the conditions of paragraph 3 of article 80 of law 3386/2005 are met.
  7. Employment contract (in duplicate), signed by the employer, for each worker, specifying the terms of employment, the duration of employment, and the remuneration of the employee (The duration of employment cannot exceed 11 months).
  8. Certificate from the competent port authority, indicating the vessel's registry, the allowed limit of persons on board, and confirming that the vessel is not decommissioned or inactive.

10.1.2 Dependent Employment

Individuals

  1. Applicationto the competent department of the Decentralized Administration of the place of residence (upon receiving the file, the application of the call for work is printed from our system and remains in the folder).
  2. Valid employment contractof at least one year in Greece, indicating that the remuneration is equal to or exceeds the minimum monthly wages of an unskilled worker (currently €780 monthly), according to the applicable legal provisions (3 copies). The contract should include the address, telephone number, and email of both the employer and the employee. The contract must be signed by the employer with his/her signature duly certified, either by a Citizen Service Centre (KEP) or via gov.gr.
  3. Tax clearance noteshowing the employer's ability to pay the monthly wages as stated in the employment contract. In the case where the employer is not self-employed, gross income of €20,000 per person - third-country national, is required.
  4. Receipt of payment of a fee of €200for each third-country national to be employed, payable to the Public Treasury and non-refundable.
  5. Solemn declaration signed by the employer, with his/her signature duly certified, either by a Citizen Service Centre (KEP) or via gov.gr,stating a) the competent Greek consular authority where the third-country citizen will apply for the national entry visa and b) whether the employer wishes to expedite the approval process and contract signing by using a courier service.
  6. Photocopy of the travel documentof the third-country citizen to be relocated, containing the details of the document as well as the details of the third-country national (1 copy).
  7. Copy of the employer's identity cardin the case he/she is a Greek citizen. If the employer is a citizen of an EU Member State or legally residing third-country citizen, a copy of the respective residence document is submitted (1 copy).
  8. Power of attorney, in case the application is submitted by a lawyer.

 

Legal Entities

  1. Applicationto the competent service of the Decentralized Administration of the company's headquarters (upon receiving the file, the application is printed from our system and remains in the folder).
  2. Valid employment contractfor at least one year in Greece, indicating that the remuneration is equal to or exceeds the minimum monthly wages of an unskilled worker (currently €780 monthly), according to the applicable legal provisions (3 copies). The contract should include the address, telephone number, and email of both the employer and the employee. The contract must be signed by the employer with his/her signature duly certified, either by a Citizen Service Centre (KEP) or via gov.gr.
  3. Copy of the tax statement of the legal entity, proving the employer's ability to pay the monthly wages as stated in the employment contract. In the case where the employer is a self-employed business (of any legal form), gross income of €60,000 per person, third-country national, is required. This will be proven through a tax clearance note for a sole proprietorship or tax statement copy for a legal entity, along with a solemn declaration of law 1599/1986.
  4. Receipt of payment of a fee of €200for each third-country national to be employed, payable to the Public Treasury and non-refundable.
  5. Solemn declaration signed by the employer, with his/her signature duly certified, either by a Citizen Service Centre (KEP) or via gov.gr,stating a) the competent Greek consular authority where the third-country citizen will apply for the national entry visa and b) whether the employer wishes to expedite the approval process and contract signing by using a courier service.

  11. Power of attorney, in case the application is submitted by a lawyer.

10.1.3 Agricultural Laborers Article 12 (Law 4251/2014)

  1. Application of the employer to the competent service of the Decentralized Administration of their place of residence, stating the number of job vacancies, the details and nationality of the third-country nationals to be employed, their field of work, and the duration of the employment.
  2. Photocopy of the first page of the passport of the third-country national.
  3. Photocopy of the employer's or legal representative's (in the case of a company) identity card.
  4. Valid employment contract (in duplicate) for at least one year in Greece, indicating that the remuneration is equal to the monthly earnings of an unskilled worker, as defined by the relevant National General Collective Labour Agreement, along with the duration of employment.
  5. (a) Tax clearance note or tax return copy proving the employer's ability to pay the monthly earnings as defined in the employment contract and specifically a note with a gross income of 20,000 Euros (Joint Ministerial Decision 66224/2014/22-14-2014)

Or

(b) Tax clearance note for a sole proprietorship or tax return copy for a legal entity, along with a solemn declaration of law 1599/1986 certifying the accuracy of the declared data, with a gross income of the previous financial year amounting to 60,000 Euros (Joint Ministerial Decision 66224/2014/22-14-2014)

  1. Single crop declaration (of the calendar year preceding the year in which the application is submitted).
  2. Relevant act issued by the competent department of Rural Development and Control of the Decentralized Services Directorates of the Ministry of Rural Development and Food, indicating the ratio of cultivable area per employee (Joint Ministerial Decision 8480/289/26-02-2019).
  3. Electronic fee of 200 Euros (fee code 2114) for each third-country national the employer wishes to employ, payable to the Public Treasury and non-refundable.

10.1.4 Seasonal Employment

  1. Applicationto the competent authority of the Decentralized Administration of the company’s headquarters (upon receiving the file, the application is printed from our system and remains in the folder).
  2. Valid employment contractfor at least one year in Greece, indicating that the remuneration is equal to or exceeds the minimum monthly wages of an unskilled worker (currently €780 monthly), according to the applicable legal provisions (3 copies). The contract should include the address, telephone number, and email of both the employer and the employee. The contract must be signed by the employer with his/her signature duly certified, either by a Citizen Service Centre (KEP) or via gov.gr.
  3. Solemn declaration, signed with a signature duly certified by Citizen Service Centre (KEP) or through the gov.gr platform, according to which the employer: a) will undertake the foreseen expenses, if the conditions for the application of paragraph 3 of article 80 of law 3386/2005 (Government Gazette A' 212) are met, b) certifies that the employment contract submitted fulfills the employer's obligations arising from the applicable provisions regarding the legal minimum wage and daily wage, as well as from any commitments of the employer under the respective sectoral, local, business, or professional collective labouragreement, and c) confirms that the business activity of the company (sole proprietorship or legal entity) is related to one of the activities falling within the tourist sector, namely: 1) tourist accommodation, or 2) catering services, or 3) maritime tourism services, or 4) travel agency services, or 5) airport handling services (select at least one of the above activities).
  4. Proof of payment of a fee of 100 Eurosfor each third-country citizen to be employed, payable to the Public Treasury and non-refundable.
  5. Copies of the page/pages of the travel documentof the third-country national to be relocated for work, containing a) the document details and b) the details of the third-country national (2 copies).
  6. Information regarding the accommodationof the seasonal worker, according to article 13 par. e of law 4251/2014.
  7. Certificate issued by the competent economic service of the Independent Authority for Public Revenue (ΑΑΔΕ) regarding the commencement of activity, indicating that the main activity of the employer (main activity code - KAD) at the date of issuance of the Ref.No 35400/2023 Joint Ministerial Decision falls within the seasonal employment activities (tourist accommodation, catering services, maritime tourism services, travel agency services, or handling services).
  8. Certificate of family status or birth certificatewith the full name of the father and mother officially translated into Greek and certified. It should be submitted by the employer if possible. The lack of this document does not constitute an impediment to the issuance of the approval of the relevant application, provided that all other conditions are met. However, the applicant must be informed that the seasonal worker must carry it with them upon entry into Greek territory to submit it to the relevant tax or insurance authorities.
  9. Power of attorney, in case the application is submitted by a lawyer.

10.2 Employment / Initial issuance after relocation following a call for work Article 15(1) (Law 4251/14)

Duration: 2 years

  1. Certified photocopy of all pages of the passport or other travel document covering the validity period of the last residence permit.
  2. Entry Visa for Special Purpose (Visa D).
  3. Electronic fee of 150 Euros (fee code 2107).
  4. 10.3 Irregular third - country nationals working in agriculture Article 13α (Law 4251/2014)

  1. Application from the employer to the competent service of the Decentralized Administration of their place of residence, stating the number of job vacancies, the details, and nationality of the third-country nationals to be employed, their specialization, and the duration of employment.
  2. Annex 1 Application as per Circular 11/2016(maximum duration of employment is 6 months) (with a duly certified signature when submitted by a lawyer as it includes the solemn declaration for urgent needs).
  3. Photocopy of the first page of the passport of the third-country national.
  4. Photocopy of the identity card of the employer or legal representative (in case of a company).
  5. Valid employment contract for the purpose of seasonal employment, signed by the employer established in the Greek territory. The employment contract must include: a) the type of employment and the date of its commencement, b) the place where it takes place, c) the date of its commencement, d) the duration of employment, e) the number of working hours, which will be specific per day, within the week or the month, f) the remuneration of the employee, which,in any case, cannot be less than the monthly wages of an unskilled worker, g) the amount of possible leave allowance, if provided by the contract, and h) any other terms of employment, as appropriate (586.08-510.95)/26 daily wages.
  6. Evidence that suitable accommodation is provided to the employee (owner's solemn declaration + E9 or rental agreement).
  7. Solemn declaration by the employer stating that he/she will hire the employees and will assume the expenses if the conditions for the application of paragraph 3 of article 80 of Law 3386/2005 are met.
  8. Single crop declaration (of the calendar year preceding the year in which the application is submitted).
  9. Relevant act from the competent department of Rural Development and Control of the Decentralized Services Directorates of the Ministry of Rural Development and Food, indicating the ratio of cultivable area per employee (Joint Ministerial Decision 8480/289/26-02-2019).

  5. Valid lease agreement
  6. Recent, legally certified and translated certificate of family status
  7. Completed informational form(with the genuine signature of the interested party)
  8. Tax clearance note of the last year

10.5 Special Certificate of Legal Residence (E.B.Δ.N.)

10.5.1 Special Certificate of Legal Residence / Stay of Execution

Duration: 1 year

INITIAL ISSUANCE

  1. Two photographs.
  2. Certified photocopy of passport or other travel document, except for those who fall under the cases of objective inability to possess a passport.
  3. Certified photocopy of the rejection or revocation decision (unless issued by our service).
  4. Certified photocopy of the suspension decision or temporary suspension order.
